This call aims to contribute to a better understanding of how active labour market policies, particularly those in the area of skills development during economic downturns, can improve labour market integration and skills development.

Overview

Objectives

Active labour market policies are widely used by European countries to improve the functioning of their labour markets by addressing skill mismatches, labour market segmentation, and by promoting the integration in the labour market of those facing difficulties in accessing it. More research is needed to understand how active labour market policies, particularly in the area of skills development during periods of economic downturns, impact people facing economic challenges.

Activities/actions supported

Research activities can focus on public authorities’ responses to the COVID-19 crisis, the participation of vulnerable or disadvantaged individuals in active labour market policies, incorporating the gender dimension into a study of the impact of active labour market policies, or analysing the role of active labour market policies within a broader initiative.

Anticipated outcomes

Projects should contribute to an improved understanding o f the macro effects of labour market policies, improved skills strategics and skill development at both macro and sectoral level, and improved policy design to increase labour market participation.

Conditions

Overview of eligibility criteria

To be eligible, applicants (beneficiaries and affiliated entities) must be legal entities (public or private bodies) established in one of the eligible countries, listed in Annex B of the Work Programme General Annexes.

Overview of award criteria

The award criteria are the following:

  • Excellence (5 points)
  • Impact (5 points)
  • Quality and efficiency of the implementation (5 points)

Maximum points: 15 points. Overall threshold: 10 points.

Application procedures

All proposals must be submitted electronically via the Funders & Tenders Portal electronic submission system (accessible via the topic page in the Search Funding & Tenders section). Paper submissions are NOT possible. Proposals must be complete and contain all parts and mandatory annexes and supporting documents, as outlined in Annex E of the Work Programme General Annexes.
