Description

The Lithuanian National Recovery and Resilience Plan (NNRP) focuses on three main overarching priorities:

  1. green transition;
  2. digital transition;
  3. economic and social resilience.

31.5% of the resources under the plan are allocated to digital objectives. These include digital upskilling with the goal to ensure 21.600 18-65 year olds attend training on digital skills under the Life Long Learning framework, and 500 pedagogical staff are reskilled to acquire IT competences; improving skills for adults (e.g. by introducing individual learning accounts and enterprise- and sector -based skills funds, and train 19.350 adults); supporting general education and VET (e.g. by improving the school network, the quality of education, vocational training and adult learning); supporting higher education (e.g. by improving R&I promotion and quality and efficiency of higher education sector).

The Investment Department of the Ministry of Finance is the managing authority for the NRRP. A wide range of ministries are responsible for the implementation of the Plan, including the ministries of environment, transport, internal affairs, economy and finance, energy, health, social affairs and labour, finance, and education.
