Effective education and labour market transitions of young people

Overview

Objectives

This call contributes to a key objective at EU level: supporting the successful transition of young people from education into the labour market, particularly through addressing completion rates of upper secondary and tertiary education.

Activities/actions supported

The activities covered under the scope of this call most relevant to Pact for Skills members include:

• Providing informed policies and programmes aiming to help the transition from education to (vocational) training or from education and training to the labour market, including in the area of student and graduate international mobility.
• Enhanced knowledge base about which policies and practices can promote better informed and more effective educational choices at all levels, including the role of vocational education and training.

Anticipated outcomes

Proposals for topics under this call should contribute to the following expected impacts of the Horizon Europe Strategic Plan:

• Social and economic resilience and sustainability through a better understanding of drivers of change
• Inclusive growth through evidence-based policies for protecting and enhancing employment, education, social fairness and tackling inequalities

Conditions

Overview of eligibility criteria

Any legal entity, regardless of its place of establishment, including legal entities from nonassociated third countries or international organisations is eligible to participate in this call. To be eligible for funding, applicants must be established in one of the following countries:

• the Member States of the European Union, including their outermost regions
• the Overseas Countries and Territories (OCTs) linked to the Member States
• Countries associated to Horizon Europe
• A list of low and middle-income countries (list available in Work Programme the General Annexes)

Please note that proposals should also include the voice of young people and other relevant stakeholders as part of the data collection. Clustering and cooperation with other selected projects under this call and other relevant projects are strongly encouraged.

Overview of award criteria

The award criteria are the following (with a maximum score of 15 points):

• Excellence (5 points)
• Impact (5 points)
• Quality and efficiency of the implementation (5 points)

The threshold for individual criteria will be 3. The overall threshold, applying to the sum of the three individual scores, will be 10.

In order to be considered, proposals must:

• Be submitted electronically via the Funding & Tenders Portal using the forms provided.
• Proposals must be complete and contain all parts and mandatory annexes and supporting documents.
