Pact for skills - Analysing of up- and reskilling policy initiatives and identifying best practices: final report

There is strong potential in boosting collaboration to maximise the impact of skills investment. In support of the European Commission's ambition to build the skills economy, this study contains a global analysis of upskilling and reskilling policy practices and draws key lessons and recommendations from these. It provides an overview of initiatives in 39 countries, evaluates global trends, develops a benchmarking framework for comparison and identifies key success factors. It also outlines a feasibility assessment for the EU context and makes policy recommendations aimed at EU and national policy makers.
