Description

This European Commission Communication outlines targeted measures to support skills development all regions to ensure no one is left behind. The Communication includes an analysis of regions and the challenges they face in developing talent and attracting / retaining skilled workers. In particular, it focuses on the potential for regions to fall into a talent development trap, whereby a lack of highly skilled workers, socio-economic challenges and low innovation capacity, inter alia, coalesce into a limited ability to build competitive, sustainable economies. The remainder of the Communication presents potential policy solutions for various levels of governance that can be tailored to the specific needs and contexts of different regions.
