The Creative & Cultural Industries ecosystem includes: architecture, archives, libraries, museums, arts and crafts, audio-visual (including film, television, and multimedia), videogames and immersive experiences, tangible and intangible cultural heritage, design (including fashion design), festivals, music, literature, performing arts, books and publishing, radio and visual arts.

The sector is facing fundamental transformation due to the COVID-19 pandemic and green and digital transitions. It is made up of 99% SMEs or micro-enterprises, which are struggling to attract new talents and meet new skills demands. It also accounts for a high share of self-employed staff and part-time/non-permanent contracts, resulting to a high level of job insecurity and a lack of upskilling and reskilling opportunities.
Size of the labour market
The sector employs eight million workers throughout 1,2 million enterprises across Europe.
Commitments made under the Pact for Skills
The partnership, composed of social partners, European, national and regional networks and organisations, education and VET providers, CCI experts, research and industry representatives, presents a roadmap for skills transformation in the ecosystem through sharing ideas and good practices. It supports developing resilience in the sector, and partners commit to promoting a life-long learning ecosystem that is relevant, accessible, and affordable for all sector professionals throughout their careers. The partnership also reinforces synergies and resource pooling between existing initiatives.
