EU Cybersecurity Resilience, Coordination and Cybersecurity Ranges

This call will contribute to reinforcing the capacity of  Member States to react in a coordinated way to large scale cybersecurity incidents, and develop top-level cybersecurity ranges offering advanced skills, knowledge and testing platforms.

Description

Overview

Objectives

The main objectives of this call are:

  • To strengthen the capacity of cybersecurity actors in the EU to monitor cyber-attacks and threats and supply chain risks, to react jointly against large incidents, and to improve relevant knowledge, skills and training. This objective will be pursued through the implementation of the Blueprint and the future Joint Cyber Unit considering the important role of the Computer Security Incident Response Teams (CSIRTs) network and of the Cyber Crisis Liaison Organization Network (CyCLONe);
  • To create, interconnect and strengthen Cybersecurity ranges at European, national and regional level as well as within and across critical infrastructures, with a view to share knowledge and cybersecurity threat intelligence between stakeholders in the Member States, better monitor cybersecurity threats, and respond jointly to cyber-attacks.

Activities/actions supported

The call supports a wide range of actions, including the following with a focus on skills:

  • Structured training and cybersecurity exercises to prepare cybersecurity defenders at both public and private organisations to enhance the protection and resilience of critical infrastructures, enterprises and communications networks; 
  • Hybrid trainings engaging all levels relevant to detecting, mitigating and preventing cyber-attacks (tactical, operational, strategic) while creating an environment where they can train communication, coordination and decision making.

Anticipated outcomes

The anticipated outcome of the actions to be supported by this call will be to strengthen the capacity of the Member States to react in a coordinated way to large scale cybersecurity incidents, as well as top-level cybersecurity ranges offering advanced skills, knowledge and testing platforms.

Overview of eligibility criteria

In order to be eligible, applicants must be legal entities (public or private bodies) established in one of the eligible countries (i.e.; EU Member States (including overseas countries and territories); EEA countries)

Overview of award criteria

Project proposals will be assessed taking into account the following three criteria, for a maximum score of 15 points:

  • Relevance (up to 5 points)
  • Implementation (up to 5 points)
  • Impact (up to 5 points)

In order to apply for this call, organisations need to create a user account and register using this link.

Furthermore, the proposal must  be submitted in 3 parts:

  • Part A:  administrative information about the applicant organisations and the summarised budget for the proposal (to be filled in directly online).
  • Part B:  technical content of the proposal. Organisations need to download the mandatory word template, fill it in and upload it as a PDF file.
  • Annexes to be uploaded as PDF file.
