Description
Overview
Objectives
The aim of this call is to provide Member States with technical support for the design or implementation of reform projects in 2025. In particular, Member States can submit requests for technical support in a broad range of areas, such as green and digital transition, diversity, public and private finance, migration, business environment, health, skills and education.
Activities/actions supported
EU Member States can request technical support to:
- implement resilience-enhancing reforms in the context of EU economic governance, such as those arising from country-specific recommendations under the European Semester and by virtue of implementing EU law
- prepare, amend, implement and revise national recovery and resilience plans under the Recovery and Resilience Facility
- implement economic adjustment programmes
- implement reforms undertaken at their own initiative
The support can cover all stages of reforms, from the initial design to the implementation and evaluation phase. It can take the form of strategic or technical advice, studies assessing reform needs or options in specific areas, training or in-country missions by experts.

The call aims to support Member States to implement reforms in the following policy areas:
- Digital and Green transition (including climate action, circular economy and energy transition)
- Health and long-term care
- Skills, education and training
- Governance and public administration
- Competitiveness
- Financial sector and access to finance
- Revenue administration and public financial management
- Labour market, social protection and migration

Conditions
Overview of award criteria
The assessment criteria are:
- Urgency, breadth and depth of the challenges identified;
- Support needs in respect of the policy areas concerned;
- Analysis of socioeconomic indicators, as well as institutional and general administrative capacity of the requesting Member State.
- The principles of transparency, equal treatment and sound financial management;
- Prioritisation by the Member State.
