Description
Overview
Objectives
The green and digital transitions, as well as increasing globalization, technological and demographic change are accelerating both job creation and job destruction. This call aims to minimize the negative effects of these changes and maximise the positive impacts by exploring effective ways of training and upskilling the workforce. The call particularly targets vulnerable groups, such as people with disabilities, unemployed people, medium and low skilled employees, individuals living in rural areas, refugees, immigrants, and older and younger people.
Activities/actions supported
Proposals may investigate:
- Reallocation of labour within and across sectors to ensure social integration;
- How to reskill and upskill older works to ensure a smooth transition to emerging jobs;
- Which skilling programs work best and are most cost-effective;
- What the impacts of ongoing labour market changes are on different socio-economic groups;
- How to increase the labour market participation of under-utilised workforce.
Anticipated outcomes
Projects should contribute to the effective management of job creation and job destruction, increasing favourable impacts on different socio-demographic groups, mitigating negative effects of job destruction (particularly in carbon-intensive industries), and reskilling and upskilling older or unskilled workers.

Conditions
Overview of eligibility criteria
To be eligible, applicants (beneficiaries and affiliated entities) must be legal entities (public or private bodies) established in one of the eligible countries, listed in Annex B of the Work Programme General Annexes.
Overview of award criteria
The award criteria are the following:
- Excellence (5 points)
- Impact (5 points)
- Quality and efficiency of the implementation (5 points)
Maximum points: 15 points. Overall threshold: 10 points.

Application procedures
All proposals must be submitted electronically via the Funders & Tenders Portal electronic submission system (accessible via the topic page in the Search Funding & Tenders section). Paper submissions are NOT possible. Proposals must be complete and contain all parts and mandatory annexes and supporting documents, as outlined in Annex E of the Work Programme General Annexes.
