The challenge
The Basque cultural and creative industries (CCI) employ nearly 34,000 people, which is approximately 3.84% of the region's total workforce. However, challenges persist in training highly qualified talent, facilitating knowledge transfer between academia and industry and fostering innovation within the CCI sector. In alignment with the Second Basque University+Business Strategy and the Strategy RIS3 Euskadi, the region faces the task of nurturing transformative talent, fostering knowledge exchange between academia and industry, and promoting innovation within the CCI as a field of opportunity.
The ambition
In response to these challenges, the KSIgune regional skills partnership is poised to analyse the specific needs of higher education and vocational training in the Basque CCI sector. The partnership's overarching goal is to craft a comprehensive training plan centred on digital, green, innovation and entrepreneurial skills. By forging strategic alliances, the plan aims to equip both upcoming professionals and the existing workforce, ultimately positioning the Basque Country as a vanguard of European innovation by 2030. Additionally, the partnership seeks to align its efforts with the long-term goal of positioning the Basque Country among the most advanced regions of Europe in innovation by 2030, driving the transition to a digital, green and inclusive Basque Country (STIP 2030).
The commitments
The KSIgune partnership pledges to undertake various initiatives to realise its objectives. These include convening stakeholders to enhance training and capacity building, identifying novel educational models to address skills gaps and expanding existing programmes for knowledge transfer between universities and businesses. Additionally, the partnership endeavours to establish connections with Euroregional alliances to bolster cross-border collaboration, such as the Euroregional Green Audiovisual Hub initiative, which aims to enhance knowledge transfer between higher education and entities in the Basque Country, Navarre, and New Aquitaine. Operational activities encompass skills intelligence to assess training capacities, the design and implementation of tailored upskilling and reskilling opportunities, and communication endeavours aimed at raising awareness and disseminating knowledge throughout the Basque region's CCI sector. Moreover, the KSIgune partnership commits to further developing the KSIgune Connections Programme, fostering knowledge transfer between university and business sectors in the CCI, and participating in the Creativity World Forum to share insights on new skill trends and implementation models.
