Pact for Skills Large Scale Partnerships commit to upskilling and reskilling over 25 million people by 2030

The Pact for Skills Large Scale Partnerships (LSPs) have revealed ambitious commitments to enhance workforce skills through extensive upskilling and reskilling initiatives. The commitments aim to help more than 25 million working age individuals in Europe to upskill and reskill by 2030. This supports the goals of the European Pillar of Social Rights Action Plan, and its EU headline target of at least 60% of adults to take part in training every year by 2030.

The existing LSPs, spanning various industrial ecosystems and sectors, have commitments that reflect their different skills needs, contexts, and priorities. In the framework of the European Year of Skills, 14 LSPs have reviewed and upgraded their long-term commitments to respond to the ongoing skills challenge and to mobilise their partners, with more expected to do the same by the end of the European Year of Skills in May.

For instance, the Tourism LSP aims to increase the proportion of the workforce participating in some form of training to 60% (7.5 million people) by 2030. The Health LSP is focusing on promoting digital and green skills, with the aim of 10% of health professionals  participating in digital skills training and 8% of health professionals (2.7 million people in total) participating in green skills training by 2030.

See the 2030 targets which the LSPs have committed to below:

  • Aerospace and Defence: 6% of the workforce (36,000 people)
  • Construction: 30% of the workforce (3.81 million people)
  • Digital: Supporting the EPSR and Digital Decade targets
  • Health: 10% of the workforce in digital skills and 8% in green skills (2.7 million people in total)
  • Microelectronics: 50% of the workforce (153,000 people)
  • Shipbuilding and Maritime Technology: 7% of the workforce (40,000 people)
  • Textile, Clothing, Leather and Footwear Industries: 5% of the workforce (65,000 people)
  • Automotive Skills Alliance: 5% of the workforce (700,000 people)
  • Cultural & Creative Industries: 25% of the workforce (2 million people)
  • Energy Intensive Industries: 50% of the workforce (3.5 million people)
  • Long Term Care: 60% of the workforce (3.8 million people)
  • Proximity & Social Economy: 5% of the workforce (1.14 million people)
  • Space Data, Services and Applications: 7% of the workforce (9,000 people)
  • Tourism: 60% of the workforce (7.5 million people)

The commitments agreed by the LSPs represent their collective ambition to support workforce competitiveness and inclusivity across Europe. They underscore a shared commitment to invest in the future of skills and workforce development, including digital and green skills, and a joint aim to equip the workforce with the necessary tools to excel in an evolving job market. The Pact for Skills LSPs will continue to work with their members and ecosystems to update long term estimates of skills needs and to track progress through the Pact for Skills annual survey.
