Description
The Finnish National Recovery and Resilience Plan (NNRP) is built on 4 pillars:
- green transition
- digitalisation
- raising employment rate
- improving access to health and social services.
Out of these four, the third priority is relevant to skills, upskilling and reskilling. The NNRP aims to raise employment rate and skill levels which will accelerate sustainable growth. Funding will be directed at e.g. employment services, study opportunities, research, development and innovation activities, and sectors particularly affected by the COVID-19 pandemic.

The management of the NRRP is shared by multiple ministries, each responsible of the implementation of their own administrative/thematic branch. They are as follows: 1) Ministry of Transport and Communications 2) Ministry of Agriculture and Forestry 3) Ministry of Education and Culture 4) Ministry of Social Affairs and Health 5) Ministry of Economic Affairs and Employment 6) Ministry of the Environment.
