Overview

Objectives

Policy experimentations are transnational cooperation projects that involve testing the relevance, effectiveness, potential impact and scalability of activities to address policy priorities. There are 13 priorities in this call, with one of them providing support to the Pact for Skills in the area of projects addressing the adult learning sector. In particular, this funding opportunity aims to support existing regional partnerships under the Pact for Skills to make concrete commitments to invest in training for people of working age.

Activities/actions supported

Projects should range between 24 and 36 months and implement all the activities listed below:

  • Develop and support governance structures or arrangements connecting members within the same regional partnership, including regional and/or local authorities.
  • Support the definition, implementation, and monitoring of concrete commitments of a regional partnership, such as:
    • gathering skills intelligence,
    • upskilling of low-skilled people,
    • reskilling people for new tasks in their jobs or reskilling of people from certain sectors with skills transferable to other sectors.
  • Develop and support cooperation in the above fields of activity between regional and/or local authorities and other stakeholders that are members of the same regional partnership.

Anticipated outcomes

Projects should result in effective structural cooperation frameworks between regional skills partnerships under the Pact for Skills.

Projects are expected to help regional partnerships to consolidate arrangements that enable the implementation at regional level of up- and reskilling actions for the working-age population with a focus on the active involvement of all relevant stakeholders, including education and training providers and SMEs. The concrete commitments by the regional skills partnerships under the Pact should generate a strong and lasting impact on the availability of up- and reskilling opportunities to the working age population.

Through the dissemination of project outcomes, solutions for governance structures and arrangements should serve as inspiration for other regional partnerships.

Overview of eligibility criteria

In order to be eligible, the applicants (beneficiaries and affiliated entities) must:

  • be legal entities (public or private bodies) active in the fields of education and training, research and innovation or in the world of work; 
  • be registered partners of existing Pact for Skills regional partnerships; 
  • be established in one of the eligible countries: Erasmus+ Programme Countries

Higher education institutions (HEIs) established in Erasmus+ Programme Countries must be holders of the ECHE certificate (Erasmus Charter for Higher Education).

Organisations from third countries not associated to the Programme can be involved as associated partners (not as beneficiaries and affiliated entities).

Beneficiaries and affiliated entities must register in the Participant Register — before submitting the proposal — and will have to be validated by the Central Validation Service (REA Validation). For the validation, they will be requested to upload documents showing legal status and origin. Other entities may participate in other consortium roles, such as associated partners, subcontractors, third parties giving in-kind contributions, etc.

Please note that proposals must be submitted by a consortium of at least 3 applicants (beneficiaries, not affiliated entities), from a minimum of 3 EU Member States or third countries associated to the Erasmus+ Programme. Overview of award criteria

Award criteria include the following:

  • Relevance of the project (maximum score 30 points), and in particular the extent to which proposals help develop strong cooperation arrangements in the regional Skills Partnerships under the Pact for Skills that enable stakeholders to implement impactful skilling action
  • Quality of the project design and implementation (maximum score 20 points)
  • Quality of the partnership and the cooperation arrangements(maximum score 20 points)
  • Impact (30 points)

Application procedures

Applications must be submitted electronically via the Funding & Tenders Portal electronic submission system (accessible via the topic page in the Search Funding & Tenders section). 

Proposals must be complete and contain all the requested information and all required annexes and supporting documents, i.e.:

  • Application Form Part A — contains administrative information about the participants (future coordinator, beneficiaries and affiliated entities) and the summarised budget for the project (to be filled in directly online);
  • Application Form Part B — contains the technical description of the project (to be downloaded from the Portal Submission System, completed and then assembled and re-uploaded)
  • Detailed budget
