Overview

Objectives

This action aims to enhance the relevance, quality and capacity of higher education institutions, promote inclusive education, improve teaching mechanisms and levels of skill, and stimulate cooperation.

Activities/actions supported

Proposed activities include enhancing management/administrative capacity of targeted HEIs, ensuring high quality and relevant education, increasing accessibility, development of curricula and new learning methods, introduction of Bologna-type reforms, practical training schemes and dual learning systems, as well as development of strategies, tools and methods to strengthen study programmes and management systems.

Anticipated outcomes

This action is expected to increase relevance, impact and visibility of higher education investments for the implementation of the EU’s Global Gateway strategy in the EU’s partner countries, improve access to, quality and governance of higher education, promote regional integration and cooperation, improve competence of both students and staff, allow for sustainable ownership of results, and increase management and internationalisation capacities.

  • Strand 1 Fostering access to cooperation in higher education: between EUR 200 000 and EUR 400 000 per project
  • Strand 2 Partnerships for transformation in higher education: between EUR 400 000 and EUR 800 000 per project
  • Strand 3 Structural Reform projects: between EUR 600 000 and EUR 1 000 000 per project.

Conditions

Overview of eligibility criteria

Applicants must be public or private legal entities falling under either higher education institutions (HEIs)/organisations of HEIs or organisations or institutions active in the labour market or in the fields of education, training and youth. They must be established in one of the eligible countries (an EU Member State, a third country associated to the Programme, or a third country not associated to the Programme from an eligible region). Among the entities described above, only higher education institutions (HEIs) or organisations of HEIs can be coordinators of a CBHE application.

Overview of award criteria

The award criteria are as follows: relevance (max 30 points), quality of project design and implementation (max 30 points), quality of partnership and cooperation arrangements (max 20 points) and sustainability, impact and dissemination of expected results (max 20 points).
