Skills for the Green Transition – Evidence from the EU Neighbourhood

The ETF Green Paper explores how 27 EU neighbouring countries are preparing their workforces for the green transition. It highlights ambitious climate goals but identifies gaps in integrating green skills into education and training systems.

The report emphasizes the need for transversal skills, sustainability mindsets, and technical expertise, especially in energy and construction sectors and highlights the key role of stronger policy coordination, capacity building, and embedding green competencies in vocational education to support inclusive, sustainable development and climate resilience across diverse national contexts.
