Measuring Digital Skills across the EU: Digital Skills Indicator 2.0

This report presents an updated methodology for the measurement of digital skills using the Digital Skills Indicator (DSI 2.0). The theoretical foundation of the DSI 2.0 is the Digital Competence Framework (DigComp 2.0).

Description

The report provides an update of the Digital Skills Indicator (DSI), first piloted in 2014. The DSI is used by policymakers to monitor progress towards the target of 80% of the EU population holding at least basic digital skills by 2030. This report shows the validation process of the DSI 2.0, based on the theoretical framework of the Digital Competence Framework (DigComp 2.0). The results support the robustness of cross-country comparisons through the indicator as well as the high psychometric quality of the items that comprise DSI 2.0
