This background paper was produced by the European Foundation for the Improvement of Living and Working Conditions (Eurofound) to inform a recent Employment, Social Policy, Health and Consumer Affairs Council (EPSCO) meeting. The paper covers the skills needed to adapt in line with the ‘twin transition’, how skills mismatches influence labour shortages, and the roles both governments and companies play in upskilling and reskilling the workforce. It provides useful insights on skills anticipation and the existing challenges in providing education and training opportunities.
