The challenge

As society rapidly adopts new technologies, there's a pressing concern about leaving segments of the population behind. To address this, the Madrid Regional Government initiated the ‘Digital training plan for the citizens of Madrid region’. Its aim is to ensure everyone has the necessary digital skills for personal and professional development. Las Rozas, part of the MOT consortium, focuses on attracting and upskilling talent in the fields of science, technology, engineering and mathematics. The global demand for digital professionals underscores the urgency of this initiative, as regions with a skilled workforce have a competitive edge.

The ambition

MOT, comprising Las Rozas, Boadilla del Monte and Majadahonda municipalities, aims to create a ‘Smart Metropolitan Area’ in Madrid's northwest corridor. Through technology, they seek to boost regional productivity and competitiveness. They envision public–private partnerships and citizen involvement driving digital innovation. The ‘Smart People’ initiative empowers citizens to contribute to the development of an intelligent city. Collaboration with private organisations, universities and research centres is critical for aligning MOT's goals with the real needs of the labour market.

The commitments

The regional skills partnership for MOT commits to key objectives. It aims to establish MOT as Spain's primary hub for digital, technological and scientific talent. Key priorities include promoting STEM (science, technology, engineering and mathematics) education from schools to higher education and connecting talent with job opportunities. Equipping entrepreneurs and start-ups with management and technical skills is essential for project development. Identifying local economy skills needs and aligning them with upskilling and reskilling efforts ensures relevance. Participation in the Pact for Skills initiative will expedite these goals. Activities include creating a cooperation network among stakeholders to drive digital transformation; generating knowledge and best practices around disruptive technologies; fostering synergies between local entities, companies and academia; facilitating joint projects to access funding for skilling policies; and positioning MOT internationally to collaborate with other Pact members and share best practices.
